The impact of external environmental factors on the implementation of local governance in Libya: A theoretical analysis

The aim of this study was to find out the effect of external environment factors on the implementation of local administration in Libya. The researcher relied on the descriptive approach in collecting data, information and analyzing, through which the researcher concluded that the factors of the external environment political, economic, social and law have effected implementation of local administration in Libya, The most important results were as follows: 1- Transition phase of the government have been extended. 2- The tribal affiliation and the disappearance of the national identity. 3. The adoption of the economic system on the public sector and the marginalization of the private sector; 4. The Local Administration Law No. (59/2012) was not implemented completely.
